Smedley Butler and the Business Plot

February 4, 2020

In 1933 and 1934, an alleged plot to overthrow
the government of Franklin Delano Roosevelt (FDR) by Wall Street Bankers may have happened. While contemporary newspapers called it a
“gigantic hoax,” others, including the House’s Special Committee on Un-American Activities,
found the allegations “credible.” You decide:
During the campaign of 1932, FDR’s promise of jobs for the unemployed frightened businessmen,
who feared he would turn their capitalist nation socialist, and engage in what they
viewed as reckless government spending. To add insult to injury, one of Roosevelt’s
first economic acts as President was to abandon the gold standard in April 1933. Conservatives were outraged. As Senator Henry D. Hatfield wrote:
“This is despotism, this is tyranny, this is the annihilation of liberty . . . . The
ordinary American is thus reduced to the status of a robot. The president has not merely signed the death
warrant of capitalism, but has ordained the mutilation of the Constitution, unless the
friends of liberty, regardless of party, band themselves together to regain their lost freedom.” Some joined together to form the American
Liberty League, with the intent of showing “the value of encouraging people to work;
encouraging people to get rich.” Members included some of the wealthiest and
most powerful people in the country at the time, such as “Ireneé, Pierre and Lammot
du Pont, John W. Davis, former presidential candidate and lawyer to J.P. Morgan, Alfred
Sloan of General Motors [and] Al Smith [prominent New York politician].” According to those who believe there was a
plot, several members of the league, fearful of the socialistic and communistic (in their
mind) reforms FDR intended, planned to overthrow his administration. The plotters included a du Pont, a former
presidential candidate, a former governor of New York, Wall Street bankers and a director
of Bethlehem Steel. Two members of this Wall Street Putsch were
Gerald MacGuire, a well-connected bond salesman and commander of the Connecticut American
Legion, and William Doyle, also a former American Legion commander. At this time in the U.S., in the midst of
the Great Depression, fascism was not seen as an entirely bad thing by a number of Americans. In fact, one historian has noted: “The success
of Huey Long [the popular and powerful governor of Louisiana] seemed evidence that fascism
could come from within . . . with the acquiescence of the people.” In fact, advocates of the right wing style
government believed they had a ready militia just waiting for them in the posts of the
American Legion. As one Emily Marshall wrote in her The Forgotten
Treason: The Plot to Overthrow FDR, “The impoverished but well-trained veterans
of the First World War were the ideal candidates for a fascist militia [and] through the American
Legion, they were already organized and uniformed . . . [with] nearly a million members.” This brings us to General Smedley Butler. Without a doubt, Butler was an American hero. Joining the marines at the age of 16.He first
did a stint in Cuba in 1898, was noted for outstanding heroism during the Boxer Rebellion,
later added not one, but two Medals of Honor and pretty much continued to shine throughout
his career until rising to the rank of Major General after a few decades of serving. No lapdog to the establishment, Butler frequently
came afoul of the powers that be. For example, in 1932, he defended the Bonus
Marchers, a protest of 20,000 impoverished World War I veterans camped out in Washington,
DC trying to obtain benefits. Butler was very popular with the veterans,
and was frequently asked to speak to veterans groups. In an address to a convention of the American
Legion in 1931, Butler said: “I spent 33 years . . . being a high-class
muscle man for Big Business, for Wall Street and the bankers. In short, I was a racketeer for capitalism
. . . purify[ing] Nicaragua for the international banking house . . . in 1909-1912 . . . Mexico
. . . for American oil interests in 1916 . . . the Dominican Republic for American sugar interests
in 1916 . . . Haiti and Cuba . . . for the National City boys . . . I helped in the rape
of half a dozen Central American republics for the benefit of Wall Street . . . .”
Butler remained an advocate for soldier’s rights and continued to lecture against war
profiteering, and his fear that fascism was rising in the U.S. This all brings us to the Business Plot itself. Most of the record of the plot comes from
General Butler’s testimony before the House’s Special Committee (McCormack-Dickstein Committee). He claims that in 1933, he was approached
by Doyle and MacGuire under the guise of helping reform the American Legion. The beginning of the plot required Butler
to “plant” 200-300 regular legionnaires in the audience at the annual convention, encourage
them to make a fuss, and then emerge and make a speech – written for him by Doyle and
MacGuire. When asked where the money to transport the
soldiers to Chicago would come from, Butler says MacGuire told him: “Oh, we have friends”
that include Grayson Murphy. Butler demurred, but then was later approached
by Robert Clark, heir to the Singer sewing machine fortune, who explained that the speech
was important to their plan to return America to the gold standard:
“I do not want to lose [my fortune]. I am wiling to spend half . . . to save the
other half. If you go out and make this speech in Chicago,
I am certain that they will adopt the resolution and that will be one step toward the return
to gold.” Butler refused to give the speech. After the convention, in November 1933, MacGuire
approached Butler again, this time to lead a “great big super organization to maintain
the democracy,” which he described later as a “French organization of super soldiers.” MacGuire reportedly told Butler the soldiers
would “support the President . . . [by seeing] that he doesn’t change the method [of financing
the Government].” The plot, according to Butler, also involved
the installation of “an Assistant President,” a Secretary of General Affairs, to help the
overworked and disabled FDR, about whom, to quote, “everybody can tell that the President’s
health is failing . . . and the dumb American people will fall for it in a second.” Butler never joined the plot, but spoke with
his friend and Philadelphia Record reporter, Paul Comly French about it. French investigated in September 1934, and
testified that when asked, MacGuire told him that:
“We need a Fascist government in this country. . . . . The only men who have the patriotism
to do it are the soldiers and Smedley Butler is the ideal leader. He could organize a million men overnight.” French corroborated the remainder of Butler’s
story. Somehow, Congress got wind of the plot, and
called General Butler and French to testify in November 1934. After the plot was revealed, the knives came
out and in New York, the story was that it was all a misunderstanding. In fact, the mayor Fiorello LaGuardia spoke
with the Associated Press on November 22, 1934, which reported:
“Mayor LaGuardia of New York laughingly described today the charges of General Smedley
D. Butler that New York brokers suggested he lead an army of 500,000 ex-service men
on Washington as “a cocktail putsch.” The Mayor indicated he believed that some
one at a party had suggested the idea to the ex-marine as a joke.” That said, after extensive investigation,
a Congressional Committee investigating the matter concluded,
“In the last few weeks of the committee’s official life it received evidence showing
that certain persons had made an attempt to establish a fascist organization in this country…There
is no question that these attempts were discussed, were planned, and might have been placed in
execution when and if the financial backers deemed it expedient. “

War is a Racket- great short read by Butler. someone who basically called himself a war criminal, fighting wars purely for business interests of private companies back home.

I've heard Gen'l Butler was sore at being passed over for Marine Corps commandant, prompting him to pen his book. I'm not sure how many people held his views, but they were around, as U.S. interventionism in Latin America was almost constant from 1915-32 or so. Anti-capitalist has existed in the U.S. for 200 years already.

Funny thing is, the business folks were correct. FDR basically mutilated the Constitution and inflated the government until it was unrecognizable compared to the pre-WWI institution. The expansion in government power was so vast that it is difficult to describe.
Whether or not these things needed to happen can be something we discuss, but it's not really up for debate that FDR basically demolished the legal foundation of the country.

  • Reply Robert Weikel February 3, 2020 at 2:38 pm

This video couldn't be more relevant. Posted a day before the Iowa Caucuses as Bernie Sanders, a true populist for the people, faces down with four years of a fascist presidency. Its Uncanny how cyclical history is as Roosevelt's presidency came on the heels of another businessman (two really Hardin and Hoover) who helped widen the wealth gap. I dont fall into the conspiracy theory rabbit holes but if Sanders wins the nomination and the president American citizens should become vigilant and remember this period in history.

  • Reply Joe Kalinowski February 3, 2020 at 2:41 pm

The GI Bill was developed to keep the millions of returning soldiers, sailors and marines from overthrowing the government. FDR knew the Bonus Army was a sign of the power of disaffected servicemen just home from war.

  • Reply Roy Merritt February 3, 2020 at 2:43 pm

It was no hoax, and if Butler who albeit was no fan of FDR was still a patriot and exposed this plot and thus Roosevelt went on to save capitalism from itself and by historical census became the greatest president of the twentieth century and in the minds of some historians perhaps the greatest president this country has ever had rivaling the likes of George Washington and Abraham Lincoln for that accolade. If one is honest they might decide we have essentially had a slow coup in this country at the hands of the corporate culprits of the last fifty years and their allies the Republican Party which hasn't had a legitimately elected president of the United States of America since Dwight David Eisenhower who wouldn't be a Republican in this modern era. Nixon committed treason and won by interfering in the Paris Peace Accords in 1968. Ford became president when that crook Nixon was forced resign after his criminal behavior in the Watergate Scandal. Reagan and his VP George H. W. Bush made a deal with the Ayatollah Khomeini of Iran to sell them arms and spare parts to prevent the release of the American hostages in Tehran. Both were knee deep in the Iran-Contra affair in violation of the Boland Amendment selling arms to the Contra death squads in Nicaragua to undermine the duly elected Sandinista government there and were allowed to get away with it and Bush at the end of his administration pardoned the criminals in their administrations that had been convicted and were to be tried with the advice of William Barr the current AG of the United States. Bush 45 was not elected president in 2000 because his brother the governor of Florida along with the Florida Sec. of State Katherine Harris purged untold thousands of African Americans from the voter rolls and when the election was thrown into chaos a criminal conservative Supreme Court made the coup against Al Gore complete by shutting down the Florida recount and appointing Bush president by a 5-4 vote. Trump colluded with the Russians and along with further voter purges and cheating by various local and state Republican apparatchiks in charge of voting in various states and as well by the use of the antiquated Electoral College, which was a legal device the constitution had installed to protect and seduce slave holding southern states to ratify the constitution that was written in 1787, to allow this current misanthrope Donald J. Trump president. And so at last the GOP has at last installed the Fascist government they've wanted since 1877 when the party became a mere extension of the business community when they made a deal to make Rutherford B. Hayes president after the debacle of the 1876 presidential election. Only three Republican presidents of the United States have ever had any real patriotism and they are Lincoln, the first Republican president, Teddy Roosevelt who was a progressive, and the aforementioned Eisenhower. All the others have been whores for the corporations and the rich. With Trump they have installed the worse and most corrupt president in our history. They represent no one but the rich and the corporations and play to the sentiment of the unlimited number of racist Neo-Confederates who are still fighting on behalf of the Lost Cause of southern traitors who fought a civil war to maintain the right to own human beings. And who has Trump installed as a buffer to continue his criminality well none other than that criminal AG who allowed the Iran-Contra criminals to get a pardon at the end of George H. W. Bush presidency William Barr. Either we throw these Republican traitors out of office come November of this election year by an overwhelming vote or we will have to have another American Revolution to restore our democracy through violence. We have to send these criminals packing to save our nation and the planet from these greedy sons of bitches and that includes not only Republicans but also establishment Democrats who are nothing more than their accomplices in undermining our nation.

Good God in heaven it's groundhog day all over again or maybe it's just election selection season and proletariat are seeking their messiah.

    Warning, cognitive dissonance ahead.

The often misattributed quote "Whenever the people need a hero we shall supply him." rings true no matter who said it and

though we know to attribute the quote "The best way to control the opposition is to lead it ourselves." to an enemy of truth,

it's true nonetheless. Smedley Butler was controlled opposition, a limited hangout, a manufactured cult of personality for us, the proletariat.

Read this outstanding two part expose on Smedley Butler titled The Bogus Business Plot by Josh G from Cutting through the Fog.

"There is no peace on earth, good will toward men for we lack men of good will." l'esprit de l'escalier

Sounds like he was very disgruntled about his entire life and held very anti capitalist views. I could see him creating this story far easier than I could imagine a cabal of business people trying to recruit an anti capitalist like Butler. As a US Marine, he was one damn awesome Marine though and he's legend to this day in the Corps. NOBODY mentions this part or his later anti capitalism stuff though.

In the intro when you mentioned business blaze, which I love, and you said how it also included fun it made me think that you haven't really included much funny behavior on this channel lately. I like it isn't every video and so spread out, but I really miss the period you had where you did this. It was hilarious, to say the least. That said I still love this channel. The extra humour would just be a plus.

Read General Butler's book, "War is a Racket"and for dessert, Mark Twain's "The War Prayer". They are both short, and may shed some light for youth to see by.

Just think that in the 1980s Mama's in Nicaragua still told their kids that if they didn't stop misbehaving that Major Butler would come and get them. He left Nicaragua in 1912!!

You left out the involvement of Herbert Walker and Prescott Bush… The grandfather of former president George HW Bush, and the source of his middle name.

Smedley Butler also wrote “War is a Racket” after his service as a US Marine General.

The Business Plot sounds like utter BS.

It's hard to buy conspiracies that failed because the conspirators just randomly did the dumbest thing imaginable. It just plays into the reassuring illusion that all "bad guys" are stupid/incompetent…so good will always prevail. That this whole affair was handled by political bodies rather than judicial ones seems to reinforce that it was just BS.

    Seems way too Hollywoody.

The concern of losing the gold standard was more founded then it sounds outright. Gold is standard for costs worldwide and keeps currency price rather stable. Look at Switzerland for an example
